I have an external Seagate back up drive that seems to be on a lot. I originally set up time capsule but discontinued it because of it always being on. I now use Carbon Copy to back up once a day. I can't figure out why the drive keeps turning on. I am a newbie to Mac

Is this Seagate drive attached to your Mac by a USB port? Some Seagate drives will "go to sleep" when not in use and "wake" when accessed as an energy saving feature. Time Machine will back up every couple of hours as long as the computer is on which means the drive will be "awakened". It doesn't hurt the drive.

I guess I am wondering why you are concerned about it being on all the time. Is it creating problems with disk ejecting warnings? I have had issues when my Mac Pro sleeps with one of my external drives. If I do not eject it and turn it off at the end of the day I get the warnings when I wake the Mac Pro up again.
