Are iPad mini 2's CDMA or GSM only or are they both?

All cellular iPads (Mini, Air, etc) are usable on both networks. So, in effect they are CDMA and GSM. Of course you need the correct sim card inserted. And, iPads are not locked.

All cellular iPads (Mini, Air, etc) are usable on both networks. So, in effect they are CDMA and GSM. Of course you need the correct sim card inserted. And, iPads are not locked.
so do i have to pull the sim before i turn it on?

If you pull the sim card from the AT&T iPad Mini 2 cellular model, it will show "no service". It has to have a sim card from a carrier. When I purchased my iPad 3 cellular model, it came with a sim card for Verizon. I used it on the Verizon network for awhile and then later on changed it to T-Mobile. The T-Mobile store charged me $10 for the sim card and they give me free data every month.

No, iPads do not lock to a carrier. If you only need WiFi, you should be able to find one for $500 depending of course how much flash space you need. My iPad 3 is 32 GB and I probably would get 64 GB the next time.

I need 128, I have a 64gb 4th gen iPod I got a year after they came out then I didn't want to get a 5th gen because I just got a 4th so I have been waiting for the 6th gens for 3 years now and they still haven't made one.

BB had the 128gb wi-fi iPad mini 2's for $450 but they are sold out, now the cheapest they have is the AT&T ones for $500.
