I'm thinking of upgrading my 2010 dual 2.46GHz Quad core Mac Pro to dual 2.93GHz 6 core CPUs. I'm on OS X 10.8.5 but can't upgrade past that because of compatibility issues with software that I use for work.

Will I be able to effectively use a new 4K monitor? If not, what is the highest resolution I can use with the Mac Pro after upgrading it?

That would be determined by the video card. Try googling:

Mac your video card model max resolution

Just in case there's any confusion. The 12-Core CPU upgrade for your Mac Pro is not elated to anything to do with the monitor the computer uses.
