syncing iPhone, mac says it cannot access Photos

When syncing my iPhone 6s on my iMac with El Capitan the process goes smoothly till 7 of 8. My Mac now tells me it can't update my photo changes because Photos is "not yet accessable". It was working fine a week or so ago.

What have you tried?

Restart mac?
Check for updates?
Disk Utilities > First Aid?
