that manager probably encourages his/her employees to do that.

i would call the BBB and also go up the chain a git at BB to see what they say.

If you see the guy again, you could advise him to go to the BBB, the store manager, the local newspapers/TV stations, perhaps the ATTY General of the state you live in. There are laws to protect folks like that, if you can find somebody with the balls to enforce them. A computer that old will NEVER recognize that HD and probably not the ram if it even fits into the computer which I am doubting as best buy's inventory doesn't go back that far. He has a pretty good case.
