Screen Lines

I have a 2010 Mac Mini. I am seeing these lines on the screen and cannot get past them, the unit reboots in a loop. I replaced the CMOS battery and re-checked all connections.

Likely failing GPU, especially if never goes away

Have you checked, both ends are connected tightly? Also, tried a new/different cable?

Notwithstanding.... that NEC monitor is as old as the hills! Haven't seen anything like it in years. LOL.
