I have a Power Mac G4 450 MHz Dual Processor running Tiger. I wanted to upgrade to Leopard but the System Requirements are: PowerPC G4 (867MHz or faster) processor. I have the 450 Dual processor, is that equal to 900MHz? Can I install Leopard if I buy it?

I wouldn't recommend it - and no, 2x450MHz CPUs are not the equivalent of a single 900MHz CPU, because most software and operating systems can not take advantage of more than one CPU.

No it is not as it always remains a 450MHz machine. Some programs that are pretty intensive such as photo manipulations will get the benefit of the DP, but as cwa mentions, most cannot access the DP.

Suggest you max out the memory to 2GB and enjoy Tiger which is still a pretty snazzy OS. Leopard will not install without some fancy work and you will be disappointed with its performance.
