Problem solved - FWIW
First signs of problem, screen shot icon could not be selected or deleted and start chime silent on 21 imac.
After shutdown rebooted with user log in screen but no icons could be selected or input into password box.
Starting with shift held down same screen, same lockup.
Starting holding T for target mode same screen, same lockup.
Start button held and parameter ram reset - no chimes, no indication.
2nd attempt on parameter ram reset - one chime but no repeat chime.
2nd attempt, started in Target mode with thunderbolt icon, so forced shutdown and connected by thunderbolt cable to my iMac and HD showed up in my disk utility.
Disk repair effected on the 21 iMac HD
Normal boot up after that.
