Can anyone explain why the library music, so often encountered while waiting for a call to be answered, invariably sounds as though it is being played back through a speaker that is under water that is flowing back and forth in an irregular way?

I remember when music was first introduced, for call waiting. A “popular” one was greensleaves, It ran at 1/3 speed, customers used to almost beg not to be put on hold.
Interestingly I don’t think this technology has moved on as on hold music is still rubbish

You do know that the on hold music comes from the place you called, not your own library of music, right? That's why it's terrible. They don't care about the quality of the music, it's only there to assure you that the line isn't disconnected.

Phone lines are usually being filtered heavily, don't expect hifi quality. Even VOIP is using codecs to minimise bandwidth.
