International Dialling Numbers

My iPhone 11 will only connect with UK numbers if I use the international dialling code Eg: +44 and leave off the 0. If I directly dial without +44 the message is, 'the number dialled is unavailable' and is in Dutch. What can I do to sort this out? Do I change all the numbers to the international code? I'd rather try to sort out the issue.

I'm in Broadstairs on the South coast. Do you think when I recently did a hard reset, the phone thought I was in Holland?

VPN ended in Holland? Could be the issue. Turn VPN off and reset again.
