I found an invite within the iPhone setting for my partners account. It was a security account invite. I accepted it. It had her email@iCloud so I trusted it.

But didn’t send it! She got an email confirming it. However, she does recall sending me an invitation some months ago.

Something doesn’t feel right.

Are you referring to Account Recovery? Or possibly Legacy Contact?

I have setup Account Recovery for my phone with my husband in case I loose or forget my password or passcode. And vice versa for my husband. When I set it up it sent a notice to my husband's phone which he had to acknowledge.
The Legacy Contact is for when you die so a trusted person can access your phone account and data. It requires a death certificate and a 28 number code you provide from your phone.

Either one can be set up in Settings -> tap your name -> Sign-in and Security. (I am running iOS 17.1.1 - other version are worded slightly different.).

That would be my best guess.
