That's the whole point though.. He turns 21 in like... 7 hours. He will be 21, but his license expires tomorrow...

IMO, the license should be valid and useable to get into bars until midnight which is technically when it expires.

What does him turning 21 tomorrow have to do with renewing one's license? If he had renewed it last week, it would still show that he's 21 tomorrow.

Having lived in California most of my life and also having been in his exact shoes, I can tell you yes, it is valid right up until 11:59pm on the date of expiration.
