Looking for OpenSource Photo Library Web Software Recommendations

Hi, all.

I'm completely rebuilding my home network and consolidating services down onto my virtualization hosts (XenServer). One of my staple servers has been around for over 10 years and it's time to shut it down. I've migrated a couple of the key services it provides already with a few more to go. One of these services is web software that I've been using to serve up photo albums.

I've been using Gallery 2.x for a very long time and it has worked well. Gallery 2.x has been replaced with Gallery 3.x, and development of Gallery ceased about three years ago. While I can still -get- Gallery 3.x, I would prefer to use software that is still actively developed. So, here's what I'm looking for:

- Entirely web-based
- Ability to allow guest (or anonymous) access to specific photos or albums
- Ability to require user authentication to access protected albums
- Ability to grant or restrict access to any album, for any user
- NO JAVASCRIPT: All of the software must be entirely server-side scripting because I'm going to put the system behind a reverse-proxy and have zero interest in extensive rewrite rules to handle javascript
- Ability to create thumbnails and support multiple resolutions / sizes of the same image
- A "responsive" theme would be great for better support from mobile devices

I've seen a few different ones out there, and could certainly research them, but I thought I would see if the folks here had some solid recommendations they wanted to offer up.
