The Windows 10 Preview Test Drive is open to anyone. All you need is a MS account which is free.
Instructions for running the test drive in a virtual machine has been published in the latest "Windows Secrets Newsletter" and is very easy to setup and follow. Both the Windows 10 Preview and Virtual Machine software are free. (The VM software is Virtual Box by Oracle)
