Why must I force reset almost daily?

The watch won’t scroll above or below the clock screen, so I must force reset. Then it works for a few hours or a day. Why does it repeatedly happen?

What version of AW and watchOS are you running on it? There is nothing to scroll on the clock screen specifically. So not sure what you mean.

AW 5, latest OS. Scroll down to see battery stats,Wi-Fi, airp@ne mode. Scroll up to see notifications.

Just to make sure we are doing the same thing, you must first swipe up from the bottom of the watch to get those things and then you can scroll using the wheel or the screen. Is that the process you are following?

Also, does scrolling always work in any of the apps?

Ultimately the best process is to erase the watch and re pair and restore it with your iPhone. Your data and apps will re load from your iPhone so nothing will be lost. It does take a little time but as I have found you can waste a lot of time on temporary stop gap measures in the end it takes as long. Here is a great no frills You Tube clip from Apple Support on the process:
