Its a circle of bars and each bar lights up in a clockwise movement.

Nope not the beachball the circle of bars that light up. It's like a new aged hourglass thingy , Does it even have a name?

Asynchronous Progress Indicator

The technical term for the rotating slotted wheel is an Asynchronous Progress Indicator. The generic term for this is a "throbber."

The spinning rainbow wheel, often called a "beachball," is technically and generically known as a "wait cursor." Occasionally, you still see its predecessor, the Wristwatch pointer.
