I don't believe you can without using a script to run. Perhaps an Apple script that runs when you log in can do it. Or you can try using the "automator".

I'm not sure about Sierra, but according to some reading, it is an option with at least Mojave and later. Check under System Preferences » Users & Groups » Login Options » Accessibility Options.

I don't have it to check, but it seems that it's available in Mojave if the same method works for Sierra:

]To turn on the onscreen keyboard, go to System Preferences->Users & Groups and click on Login Options. Select “Accessibility Options…” and turn on the Accessibility Keyboard.

Would the keyboard viewer work if it could be made available at login???

But Applescript as Charlie mentioned should be able to get things working for you.

I believe if you enable "Show input menu in login window", you will then have access to show the keyboard viewer.

Thanks Bob for the info, and I guess that option came later as it is not shown or available in Mavericks Mac OS 10.9.5 I happen to be using as an option.

Just for additional clarity as it were:

System Preferences > Users & Groups > Login Options

You need to click on the Padlock and enter Admin PW to make any changes.
