Recently I have updated to Ventura OS on my iMAC. Since doing that iI get irritated by continually getting notifications that iCloud terms and conditions have changed and to update my Apple profile.
I do not want to connect to iCloud or change anything else.
I can kill that for a while then back they come.
Is there some way I can kill these notifications permanently?

Yes. Update your profile. You don't have to use iCloud, but the "nag" is about your profile needing to be updated.

Ask Jake said, agree to the T&C and ignore iCloud.

As per this article: Manage your Apple ID settings on Mac you will need to sign into iCloud in order to update your details.
Alternatively you can use the link at the bottom of the page: For information about changing your Apple ID account information on the Apple ID website, see your Apple ID account page.
