Is there a User Manual for GarageBand 10.0.3?

Yes. There is a full (and printable) manual built into the program, under "Garageband Help." There is also a "quick help" that just provides explanations of what things are as you mouse around your project and the various controls.

In addition to those, there are YouTube videos that show people building projects (for us more visual learners), tutorials on sites like lynda.com, books on the topic and so on.

The iBooks app has a free "light" edition of a $20 book on the topic, and offers 154 pages on how to understand and use the basics of the latest version (you can then decide if you need to buy the $20 version, which goes into every nook and cranny).
