Are you trying to make a copy of the install cd, or make a bootable cd that lets you run OS X from the cd? If it's the latter option, then read on.... For OS 10.3, you need a utility called BootCD. It will make a CD that boots 10.3.x off the cd itself. http://www.charlessoft.com/ For OS 10.4, unfortunately the BootCD developer has never released a version to support that, apparently due to some critical changes in the OS. The only utility I know of that supports 10.4 is Coriolis CDMaker. This utility is available to registered users of iDefrag (and possibly iPartition?) from the developer of those apps. From what I recall, they had to license some material from Apple in order to make CDMaker compatible with 10.4, so there won't be a freebie out there. Doh! I was just looking at today's VersionTracker updates and right there is another 3rd party bootable cd maker... supports 10.4 and 10.5. Clone X is the app name.
