Transferring file to ipad - wired

iMac -Sierra- 27"Retina 5K, Late 2015, 3.2 GHz, i5, 8 GB 1867 MHz DDR3, 250 GB SSD
I want to transfer a file to my iPad from my iMac, without using wifi.

The file is a book in PDF locked format.

Is there a way to do it?

Yes, you can transfer files to an iPad using iTunes whilst it is connected to your computer.

If you connect your iPad then go to the Apps tab in iTunes and scroll to the bottom of the screen you will see a section which has apps that can transfer files to or from the iOS device. I use GoodReader for reading PDFs, and can add files here. You can usually view PDFs in iBooks, too, though I am not sure exactly what you mean by a 'locked PDF'?
