We will need a lot more information. What do you mean wifi won't start - on what? the Time Capsule? Which Time Capsule do you have? How old is it? How do you know if the hard drive is working or not?
How is your time capsule connected to your network? If it is connected to your router how is that set up? Is the Time Capsule or the router handling the DHCP?
