the blue line keeps moving on my laptop

there is a blue line that keeps moving on my MacBook pro 2011 as if I am using the page down, page up as well as the home and end buttons. I tried cleaning the keyboard but it is not working.

What blue line and what application are you running and what Mac OS X version are you using????

Maybe take and post a screenshot if that would help explain the blue line.

And is the blue line ONLY in that one application, or is it everywhere? What changed right before the blue line started?

Then you probably have a preference enabling auto-fill Search predictions in Chrome that you'll need to disable.

Try this:
Turn off all auto-fill Search predictions in Chrome:
• Open Chrome. Go to the Settings menu, which can be found by clicking the three vertical dots in the menu bar.
• You’ll be directed to a new tab in Chrome. Select “Advanced” at the bottom.
• In the Privacy section, deselect the “Use a prediction service to help complete searches and URLs typed in the address bar” option.

Notice he said it happens when he opens any document or Google.

It appears that he might have the voice over option turned on from System Preferences, Accessibility. We've seen that happen before from folks who accidently pressed the wrong combo of keys. Or their cat walked on the keyboard. :)

Removing that ugly :focus ring (and keeping it too)

But I don't know the details as to when or how the blue outline is appearing for the OP??
CMaybe clicking something, pressing some key, or always just appearing and in what applications or sites???

The explanation of the cat walking across the keyboard is not as silly as it sounds. I would check Accessibility Preferences for any changes and reset to default.
