Shrink screen iMac 23 Yosemite

When I power up I used to get a image that took up the upper left quarter of the screen which I could expand and now I get a full width by 2" initial image. How do I get that back at startup? But the real problem is when I expand the image to full screen by clicking the green button I can't find a way to shrink it back shrink it back to view my desktop. Before I updated the OS I could go to any edge and drag the image smaller and now I can't get any of the dragging arrows to appear and the orange button in the tool bar had grayed out so that option isn't available either.

M3 iMac, 24 GB RAM, 10 core GPU
Chrome? I replicated your issue by going into Chrome's Full Screen mode, so back out of that under View.
