several programs on one screen

Mac has a marvelous function: putting two or more programs side by side on a screen: but my system seems to have gone on strike. If I use F9 then try to superimose two programs (ex: Finder and Mail), I move the program screen to superimpose it on another. The program display I try to move leaps back to its original screen. I can no longer put programs side by side (another ex. Filemaker and Excel) .Is this Yosemite's doing?
