Safari Asks Permission To Download, But Permission Already Given. What did I do wrong?

Hello All.
MacOS 15.5, MacBook Air M4 are what I am using. Safari is the browser.

When i go to iCloud and download a file from iCloud Drive, a pop up appeared asking if I want to allow downloads from iCloud. It also explains where to change settings to allow this in Safari - Settings. (Three screen shots are attached below)

I gave permission in Safari -Settings. I logged out. Upon logging back in, the pop up returned. I tried restarting the computer. The pop up returned. I tried turning the computer off, waiting a few minutes and trying again. The pop up is still arriving.


One thing I noticed is that the pop up says to give permission for iCloud.com and www.icloud.com. The Permission To Download only has iCloud.com

Do any of you know what I goofed up & how to fix it?

Every time you log out/sign out/ close out of iCloud, you will keep getting that security confirmation box. it is a security response.

If the file you want is in iCloud Drive (only) and you want to use it in Safari I would first download it from iCloud Drive in the sidebar of the Finder window by clicking on the little cloud icon at the right of the file. Then it becomes "local". You can then use it anywhere and I have never been asked a security question to do that.

I suppose that raises the question of how to put files into iCloud Drive? Apart from the obvious option you get when saving a file you can manually put pretty much any files into iCloud Drive on the iCloud Drive web site.

Login to icloud.com and at the top of the page of Recents or Browse in the sidebar you will see the familiar cloud icon with an UP arrow. Click this and it takes you to a Finder window where you can choose any file or files for Upload. On completion you can return to the Finder window and delete the local copy/s.
