No, re-launching Finder just means shutting it down and re-starting it. It does not necessitate a reboot. It would be the same as if you closed the File Explorer in Windows and re-started it.
Also, you should update your copy of Lion to !0.7.4.
Thanks... I had a glitch in a kernal.log.1 that ate the rest of my space. so zero free of a TB... somehow trash finally worked and now i have a bunch of free space, but finder is still frozen. so I am going to relaunch and update
