Parallels will not open dvd: get mp4reader.dll error

Proprietary grocery store surveillance video opens and plays on any windows PC (tried three so far).
Need it to run on MacBook with latest Parallels installed. On Mac used two different external drives and get same error.
2 hours with Parallels and they have no good idea. Microsoft has no idea. Told best bet is contact external drive company but unable to successfully do that. Also skeptical since it happens on two external drivers.
Anyone have any suggestions. This is a Parallels nightmare.

Does the disk appear in windows in Parallels on the Mac?

What version of macOS?
What versions on winOS: Did it work on? Is in Parallels?

I feel there is a setting in Parallels which allows Parallels to control USB connected devices

Welcome to our forums.

Make sure that you have setup Parallels to take ownership of USB devices while running the Virtual Machine. If you haven't done that, the USB drives still belong to macOS and will be ignored by Parallels.

Unless Parallels has changed the way that works, that is the way it has always been done.
