mojave is not allowing onyx access to system, ( preferences, security / privacy) there are no warning, directions
or any indications of whats to be done .....the strange thing is that is was able to run on both externals when first changed to mojave and now nothing.....have downloaded twice to make sure of correct osx app from titanium
and have used onyx in the past.....vg app and would like to resolve however am willing to switch to another to eliminate problem........

didnt work so disabled sip and onyx works havent enabled sip yet so well see if the app is workable after thanks for your assist

You shouldn't have to disable SIP to install Onyx.

this i understand but alternatives allude, have tried everything I can think of......is there something thats being missed ?

Okay, I recently performed a "Clean" install of my macOS 11 (Big Sur) and had not yet got around to downloading/installing OnyX so I just did it now.

On opening the downloaded .dmg file the installer appears on the desktop and a window instructing me to drag the OnyX app to my Applications Folder.

When I launch the app from Applications I get a dialogue asking if I am sure I want to open this app.

Then, and this is what's missing from your account, I see the below instructions.

If you are not seeing this it is probably because you have not fully uninstalled the previous version.
Try using AppCleaner from the App Store, it will get rid of hidden files.

First, turn SIP back on.

If not removed already remove iOnyX from Full Disk Access in the Security and Privacy Settings of System preferences. AppCleaner may do that for you, if not do it manually.

Download the installer again (unless you still have the .dmg file), AppCleaner may have removed that too.

Go through the install process again as I described and all being well you should get the instruction panel I attached. Follow that to give Full Disk access again and all should be go.

I do not use AppCleaner from the App Store, get it from the developer site.

Actually, I think I did too. Yes, I agree, where possible get things from the developer.
