I have been in contact with Apple support and am in the process of getting the account restored. They said it is a known problem with the most current release. What I am surprised is that they explain that I have to wait 14 days before they can get it restored! In this day in age is that normal for an Apple support issue?

Welcome to the forum. Your post doesn't really describe how the account became locked, but yes, Apple asks for 14 days to "restore" access to an account when the owner has lost access but proves satisfactorily to them that they are the person they claim to be. It's a security issue because they do not want to give someone access who should not have it. I can't tell you why 14 days, but that's what others have reported.

Part of the reason Apple gives the 14 day time frame as a waiting period is because of the back log they have in restoring Apple IDs that have been lost or forgotten. And as Jake indicated, it's also to ensure that the proper security is applied.
