I was installing Office Mac but it did not go through because it keeps telling me Safari program is running and I have to turn it off but it was turned off-so what is the next step I had to do-anyone?

Make sure (by R-Clicking the Safari icon in the Dock), that in fact it has quit. Otherwise, reboot your computer, and then try installing Office, but with no other applications open.

Post back if that doesn't work.

You are actually quitting Safari from the menu bar and not simply closing the window via the red button, which leaves Safari running?
