Notifications not working

I am really confused and frustrated by this recent issue. Notifications on my iPhone XR have suddenly stopped and some of them I rely on quite a lot and would really like to be able to get them back.
Not only have notifications stoped working (sounds and banners), but I no longer get a little number associated with each app on the unlock screen (apart from the Mail app). I have tried the following and none have solved the issue:
  1. Rebooting the phone
  2. Ensured that all aspects of Settings/ Focus/ Do Not Disturb are turned OFF
  3. Ensured that all aspects of Settings/ Focus/ Driving/ Personal/ Work are turned OFF
  4. Checked each App to make sure that Allow Notifications is ON
  5. Turned Bluetooth OFF
  6. Updated iOS software to 15.7.1
  7. Reset All Settings in General/ Reset/ Reset All Settings and updated the iOS software
None of these have resulted in notifications working again.
I haven’t done anything different with the iPhone apart from installing the app, Hugo. I have deleted this app and there are no changes to notifications.

I have a call in to Apple Support tomorrow as the person on the 'chat' today couldn't solve the issue and has passed me on to a technical person.

Do you think my only option is to completely wipe the phone and reinstall everything?

What is one app that you had notifications on that are no longer working? We can start with that and once we potentially fix it, you can repeat that process to other apps if need be.

If I was to pick only one, I would suggest WhatsApp. I have noticed that I get notifications on the 'native' (I think that's the right word) apps like Mail and iMessage, but nothing on any installed apps.

Just to confirm on notifications, within Settings->Notification->WhatsApp you've enabled it and also checked the appropriate type of notifications you want (Banner, sound, etc.)

Then go to WhatsApp->Settings->Notifications and enable all the notifications there. I'm looking at app version 2.22.21.77 on an iPhone 13 Pro running iOS 16.1.

I have had conversations with two Apple Support representatives and neither managed to find a solution. So, as I wasn't sure of any other solution, I've wiped the phone and reinstalled most of my previous apps and I now get notifications, thankfully.
