Have you talked to Apple about it? If the Studio is new, they should be responsive. Does anything work in the USB port(s)? Are the hubs powered? Are they plugged into power? I don't have a Studio, but my M1 MBP has USBc ports and I have two different hubs connected and it works perfectly. Finally, to do an SMC reset, power down the Studio, unplug it from the mains power, unplug all externals from it, wait 30 seconds, then plug the externals back in and power up the Studio. That sequence will reset the SMC in the Studio.
