The fastest kingston you can buy right now has a max read speed of 250mb/s. The fastest OWC ssd has a max read speed of 285mb/s. The OWC can boot as low as 16 to as high as 21 seconds depending on how you have your mac set. At 285mb/s, there isn't anything more you can remove from the operating system to make it boot any faster. 10 seconds, won't happen unless you run RAID. Also, shutoff speeds don't depend on the ssd/hdd, it is always consistent. It only depends on the amount of apps you have open that need closing. My ssd has max speeds of 185mb/s read, and 100mb/s write, and it boots in 26 seconds.This is where I got mine from.
