Turning Optimization off also does NOT delete the files held in the cloud if there are any other devices attached to the same AppleID account as Apple does not assume that just because you stopped Optimization you also wanted to clear them off off the other devices attached.</p><p></p><p>As for the storage used, just wait a bit and it should update. You aren't really taking that much space in the real storage as it is heavily compressed.
