If I use the program monolingual to remove language packs, I know which ones to remove, but I wanted to know if I can add any of these languages back with os x disks if I ever have the need to have them back?

Adding them back as in just eh language packs not reinstalling os x.

AFAIK you could do so using a 3rd party app called Pacifist to access those packs.
