I had OS 9.2, and I partitioned the disk into two sections, each with about 9 gigs. One section was upgraded to 10.3, and one stayed OS. 9.2. The section with 10.3 has very little memory left, while the one that I left as 9.2 has about 5 gigs left. Is there any way I can access the memory of the one that has 5 gigs left, while I'm on 10.3?

I don't think you mean memory.

It's hard drive space or storage that you are describing, and the answer is yes.

I'm sure your partitions have names,....yes?

Use them as they were your only HD.

Drag and Drop
Copy and Paste
Save from App to other Drive.

If os x is on hd 1 and os 9 is on hd 2 as long as you don't move system files you'll be fine.

The problem is, when I'm on OSX I don't see the other hd. I can only see two hd's when I'm on OS9.

In OS X Disk Utility does the other show up at all. Perhaps as unused space or something?

When I use disk utility, the other disk shows up, but the color is gray, as in, I am unable to do anything with it.

If you can highlight it at all, in the lower left of the Disk Utility window it should tell you the format, ie HFS or HFS+. If it's not HFS+ you might need to format that partition and reload OS 9.

If you're going through the trouble of doing that though you may consider just using one partition. You really gain nothing from having OS 9 on it's own partition. They will coexist just fine.
