With that and the instructions that are provided you can create a bootable Mojave installer which will enable you to boot a damaged or corrupted HD, repair it if possible with Disk Utility or erase and perform a clean instal of Mojave. This has saved my bacon once or twice including very recently where my HD became corrupted as well as my cloned backup recovery partition. I had a High Sierra bootable USB thumb drive with that I erased my SSD, reinstalled High Sierra then upgraded back to Mojave. Thevfirt thing I did after downloading the Mojave installer was make a new bootable USB thumb drive of Mojave.
