Mac OS X - Possible to upgrade?

I know this is a silly question but I am a beginner to MAC.

I am considering buying a few older MACs possibly released in 2007 and 2008.

Is it possible to upgrade to a newer version of MAC OS X? Or am i stuck with the version that is on there. I am not sure if apple allows you to upgrade the OS for "free" or if they charge a fee to upgrade as Windows does.

The specs are 2.2 Core Duo, 4GB RAM, 320GB HARD disc.

Can't tell you unless you tell us what version of the Mac OS is currently installed on these computers.

Silver M1 iMac 512/16/8/8 macOS 11.6
And depends on the precise models. For example a 24" 2007 iMac can only run up to Lion OS X. A late 2007 can run up to Yosemite, subject to Snow Leopard curently installed.
