Is the spinning wheel just within the YouTube tab? If so, there's no need to restart the computer, just reload the tab/window. I get the same thing happening on my Brave browser with YouTube once in a while. In most cases, the video starts playing as the video is being buffered. But once in a while, the video will buffer, but there'll be no playback, just the spinning wheel. I even get a message saying, "Your video should start soon" or something to that effect.I just chalk these up to YouTube having issues and reload the video and it almost always works the second time.</blockquote>
