is it true that a no one can use your iphone if locked, icloud logged in?

l was told by Genius in Edinburgh apple store that even if someone took possession of your iphone, they couldn't do anything with it even if all was wiped out, as the icloud account would have to be logged in before any changes can be made. this sounds too good to be true. does it also apply to macbooks, ipads if locked and logged into persons icloud? thanks

To add to that excellent article link by Dave, what the Genius meant to say that is that enabling Find My (though your Apple ID/iCloud account) will ensure that you can't re-activate that phone without removing it from Find My.

And removing "Find My" requires your Apple ID and Password.

Even Apple can't revive a phone or Mac locked with the "Find My" app. Something to keep in mind if you sell your device: erasing your data and restoring "factory settings" doesn't remove the lock, and your buyer will be unhappy with you.
