Does anyone know how you will be able to convert photos from iphoto manager library into the new photos format or would you have to convert into iPhoto first.

iPhoto library manager is a third party app which creates smaller library rather than having one large library in iphoto

The answer to your original post then is to contact the developer of that app and ask what might be necessary to work with the new Photos app.
