iphoto borderless printing

When I select 4x6 borderless, the photo will not fill the page, but leaves a 1 " top & bottom border. On contact sheet mode, I cannot enlarge photos to fill page for 6+ photos. I have OSX9.5.1 and iPhoto 9.5.1.
