Iphone video recording in 720 when set to 1080

I'm on an iphone SE currently iOS 13.3.1 and having an odd issue with recording video.

I have it set to 1080 30 in the camera options in settings, but the footage my phone records sometimes randomly records in 720. I've recorded a few clips today and some are 1080 and some are 720, for the life of me I can't work out why, and can't find much reference to other people having this issue.

Any ideas?
