FIXED; Well after upgrading the iOS to 13.4.1 to no avail and ticking all the boxes on this site, Incoming iPhone Calls Go To Voicemail Without Ringing - AppleToolBox which was pretty comprehensive nothing seemed to have worked but now I'm unsure. The last two things I did on the iPhone were, reset all network settings and a hard reset of the phone using power and vol down buttons. Lastly I went to my providers website and typed my problem into the help window. About 30sec after that my messages app went crazy, I got SMS notifications of all of my voicemail diversions. There could have been a delay on the last two things I did on the phone or it could have been logging my problem with my provider, they have been excellent over several years.
