iphone 5c and ios 10.3

I have updated my ipad to 10.3 but my iphone 5c says it is up to date at 10.2
Does that mean the 5 series cannot update to 10.3?

Looks like you can't upgrade over the air for 10.3 on the iPhone 5C. You will need to use iTunes to do the upgrade. All talk right now seems to be indicating that 10.3 will likely be the last version of iOS that will work with the 5C..

Apple just released iOS 10.3.1 that should enable OTA update for iPhone 5/5C again..so you should now be able to do the update..
