Is it normal for a 16 GB iPad to show 12.8 Capacity? After 12.8 of used space the iPad shows 0 space to save picture.

Yes, iOS itself takes up space and this counts against the total storage.

Sadly, this is true.

Presumably they will stop offering the 16GB version soon, as there is so little space left, especially with the larger apps due to the Retina Displays :)

yep the larger the apps the more space the less you can do kinda the motto of the iPad
