iPad Icons move places on closing

When I shut down my iPad, all the icons move around on my iPad. They even will move to another page even though the first one is no longer full. I have to spend about 10 minutes after I restart to move them all back where I want them. Is there a way to lock them in place?

After you set the Icons where you want them to stay, shut down the iPad. Give it a minute, then turn on the iPad.

Looks like this is a common problem. Nothing works.

Did you try the Google Chrome AI suggestion that Ian provided above?

Customization:
You can manually arrange icons on the home screen. Once you've placed an icon in a specific location, it will stay there until you move it again.
Preventing Movement:
To prevent icons from shifting, you can organize your entire home screen by dragging each icon to its desired position.
Settings:
You can also manage app placement and organization through the Home Screen & App Library settings.
To move icons:
Touch and hold: on an empty area of the home screen until the icons start jiggling.
Drag: the desired icon to a new location.
Tap: anywhere on the home screen to stop jiggling.
To prevent icons from rearranging, ensure you've placed them where you want them and that they are not being moved by any automatic system or feature.

It looks like it should work and maybe override the iOS settings of automatic changing. Certainly not a wanted feature and certainly a frustrating one. :-(

That is a really frustrating and unusual problem, one that, so far, I have never experienced. Obviously it has been happening to a number of users recently.
Here's what my AI Search says;

As time consuming and annoying as it may be I tend towards the solution above; Settings > General > Reset > Reset Home Screen Layout. I have had to do this a few times myself over the years due to problems caused by restoring my device from a backup of a previous device (also mentioned above).

What it will do is put all your apps into Alphabetical order with the native apps on the first desktop/s. It also removes any folders you may have created.
As you have already spent a lot of time on this one more time might not be too bad as in my experience this method always works.
At least after the process you will know where everything is (alphabetically), albeit maybe not where you want them.

The second time I did it. I quickly put all but the most used apps into the Library; just press and hold an app then select Remove then Remove from Home Screen, this puts it in the Library.
Then slowly re added the ones I wanted to my Home Screen again from the Library by pressing and holding the app in the Library and choosing Add to Home Screen. Then you can drag it where you want it.

This means you're up an running with all of your most important apps straight away and can take your time re adding the others. You may even decide to leave some in the Library rather than have multiple Home Screens.

I hope this works for you as it did for me.🙏

I wonder if resetting the iPad would be worth considering?

I guess that would depend on your frustration that's causing you currently. But it may be worth trying Rod's suggestion first, even if you've done it before. Sometimes, the second time things start to work the way you want.

The iOS software settings that normally keep the user's settings so there I device works as they expect but also the settings that can goof up the normal operation of their iDevice. Also sometimes known as Gremlins. 😊 🥳
