ok the problem is i've tried every thing to get the ibook to boot off the usb in openfirmware

This still doesn't explain the problem. Given the vintage of this computer…the max OS for it is 10.5 (you probably know this). All OS versions compatible within this computer came on CD or DVD. So why are "booting a USB" (a USB what??). USB stick, USB external optical drive…what??

Please don't make me ask all the questions. You know what's going on…on your end. Please explain it to us so we understand (we can't read minds…or see what's going on).:)

The bottom line is. You should be upgrading to OS 10.5 via a genuine retail 10.5 install disk. If you are not doing this…then things are being done incorrectly.

The solution is that you can not boot an iBook G4 from a USB device. Only Intel machines are fast enough to boot from USB.

Go to eBay and purchase a black, retail install OS X.5 Leopard DVD the only way to install. Do not buy a black system disc install as it will not work. Who ever gave you the USB drive with Leopard does not know much about older PowerPC Macs.
