...found 12 old phishing emails and deleted them. Unfortunately, that did not remove the "Congratulations User" popup that has been bugging me for the past month or so. How can I kill the popup without downloading some av package that is more intrusive and annoying than the popup?

Adware Medic. Do a search for it. It's free (donationware).

And stop visiting dodgy sites, obviously.
